Could your third sector organisation in Glasgow create an employment opportunity to help Glasgow residents develop skills which enable them to enter sustainable employment?

The Scottish Government have provided funding for Local Employability Partnerships to deliver intermediate employment opportunities for people 25+ experiencing Long Term Unemployment (defined as 12 months or more out of work) who would, without significant investment, struggle to secure employment.

The funding available to organisations will support the employment costs for up to 26 weeks.

LTU Employer Eligibility and Responsibilities

Organisation Eligibility

Incorporated third/voluntary sector organisations can apply to provide employment opportunities. This includes:

  • Scottish Charitable Incorporated Organisations (SCIO)
  • Charitable Companies Limited by Guarantee
  • Not-for-profit asset locked Community Interest Companies (CIC)

 

Employment of staff in unincorporated organisations is not recommended good practice as it puts liability on the organisation’s committee members/ trustees

 

Employer Responsibilities

A person recruited through LTU funding becomes a staff member of your voluntary/third sector organisation, and as their employer you have the responsibility to meet all statutory obligations.

Employers must ensure that an LTU employee:

  • Receives a job offer letter
  • Receives a copy of their Job Description
  • Is entitled to the same conditions of employment as your other employees
  • Receives a written Contract of Employment or Terms and Conditions of Employment
  • Participates in induction training within 2 weeks of starting their job
  • Receive appropriate on-the-job training to enable them to adequately carry out their role. We also encourage employers to provide all appropriate training in-line with their own policies
  • Receive support and supervision

 

Employers must also:

  • Hold a current Employers Liability Insurance Certificate, we will ask for this as part of the application process.
  • Comply with current and future Equality and Diversity legislation and policies ensuring that equal opportunities policies are put into practice in the workplace.
  • Comply with all current Health and Safety Legislation and ensure that the LTU employee is provided with any relevant written health and safety instructions.
  • Ensure that an easily accessible grievance procedure is in place. This needs to be clearly explained to each employee.
  • Comply with the Data Protection Act 1998 and the General Data Protection Regulations (May 2018). This applies to data sharing, transfer and retention.
  • Agree to the conditions of the LTU Jobs programme Grant
  • Notify GCVS when a LTU employee is absent or expected to be absent from their work place for 4 weeks or more.
  • Notify GCVS as soon as possible if the organisation faces any redundancy situation which may impact on the LTU employee whether directly or indirectly.

LTU Job Placement Criteria and Job Applicant Eligibility

Job Placement Criteria

We are looking for voluntary sector employers to create meaningful job placements based in Glasgow that will support people living in Glasgow to develop skills to enable them to enter sustainable employment

A LTU funded job placement will:

  • Offer a minimum of 30 hours of paid work each week, paid at least the Glasgow Living Wage of £9.90 per hour
  • Last for up to 26 weeks
  • Be additional and generate a demonstrable community benefit

Please note that LTU funding finishes on 31 March 2023. The latest start for a full 26 week LTU funded job placement would be 3 October 2022.  All job placements started after this date will be less than 26 weeks and LTU funding will be pro rata.

 

Applicant Eligibility

This programme aims to support Glasgow residents aged 25 years plus who have been out of work for 12 months or more, not in education or training, experiencing one or more additional barriers to employment (see below) who would, without significant investment, struggle to secure employment

Additional barriers to employment

Disabled, +/or D/deaf person (includes those experiencing mental health issues and those who have an impairment or long-term health condition)
People from Ethnic Minority backgrounds and racial groups
Person living in the 15% most employment deprived SIMD geographies
Homeless person (including temporary or unstable accommodation)
Living in a household with children in poverty
Primary Carer
Person with a conviction (including CPO’s)
Person aged over 50 years
Living in a jobless household
Gypsy/travelling community
Refugee or other granted leave to stay in the UK
Lone parent
Disabled, +/or D/deaf person (includes those experiencing mental health issues and those who have an impairment or long-term health condition)
People from Ethnic Minority backgrounds and racial groups

LTU Job Advertising and Recruitment

Advertising LTU Jobs

The organisation who is providing the LTU job placement is responsible for advertising it via their own networks and social media channels. GCVS will provide you with an Application and Eligibility Form that all applicants must complete. When you advertise your vacancy you must clearly state the eligibility criteria and only applicants who meet the criteria should be invited for interview. Organisations who are successful in their application to create opportunities will be provided with full information and guidance relating to this.

GCVS will also include your vacancies on their website and our delivery partner, Move On will promote the vacancies via their social media channels.

Recruitment

The employing organisation is responsible for carrying out the short listing and interviewing process and this includes ensuring those who you are inviting for interview meet the programme eligibility and bring evidence of this to interview.

We recognise that third sector organisations often work with people who are marginalised or disadvantaged.  If your organisation is currently working with someone (as a service user or volunteer) who you believe is well placed to become an employee and meets the eligibility criteria then you can take that forward by following the recruitment process by completing an Application and Eligibility Form and taking part in an interview.  This formalises the opportunity and better prepares the applicant for future opportunities.

LTU Funding

A fund of up to £10,000 is available for each completed 26 week LTU job placement. Funding will be pro rata for LTU job placements that last less than 26 weeks.

Payment will be paid to you, monthly in arrears, in 6 monthly payments with the final payment being made when monitoring information is received from you following the end of the placement. Payments will be paid directly to the organisation’s nominated bank account.

The funding is to help cover:

  • employee wage
  • employer’s NI
  • pension contributions
  • on-the job training
  • induction
  • support and supervision
