The Scottish Government is consulting on the draft Scottish Welfare Fund Scotland Bill, seeking views on which elements should be set out in regulations and which in statutory guidance.
The Fund replaces elements of the Social Fund previously administered by the Department of Work and Pensions, namely community care and crisis grants. It provides support to vulnerable people in financial emergencies, and assistance with household goods for those setting up a home, or so that they can remain at home. The fund has been administered since its inception on an interim basis.
The consultation also looks at arrangements for the independent scrutiny of decisions made by local authorities on applications to the Scottish Welfare Fund.
