Iain Duncan Smith, the UK Government’s Work and Pensions Secretary, breached the code of practice relating to the use of national statistics when he used them to support his claim that 8,000 people had moved into employment ahead of the introduction of the benefits cap, due to the policy.

The Minister said that the figure “clearly demonstrates that the cap is having the desired impact”.  Following this declaration the TUC lodged a complaint with the UK Statistics Authority, which ruled that the statistics were accompanied by notes which made clear that “methodological and other factors and not ‘behavioural change’ were responsible for the revised estimates of the numbers likely to be affected by the cap.
