What difference will a Compact make?
The Compact is designed to be a mutually beneficial agreement between public agencies and the voluntary sector.
Glasgow's public sector needs a strong voluntary sector to help it to achieve its many objectives and targets. In order to meet those objectives, the voluntary sector needs to be seen as an equal partner with the public sector.
The benefits of a Compact include:
- greater transparency in decision-making
- reduced duplication of activity
- better targeting and more efficient use of resources and funds
- increased awareness of roles, responsibilities and infrastructures
- improved understanding, trust and respect between the voluntary and public sectors
- a stronger, more stable and secure voluntary sector
- improved community capacity and social capital
Other Compacts
Compacts elsewhere have identified key issues to focus on in their agreements.
These are themes such as partner consultation; communication; and commissioning and resources.
Edinburgh's Compact is a good example, where the first year of compact implementation saw progress towards mapping the scope and scale of the city's voluntary sector. Compact partners are currently consulting on a draft city funding strategy.
