of welfare.
It set out plans for improving support and work incentives to
create a system that rewards responsibility and delivers greater choice and
control over the support that is provided.
The consultation closed on 22
October 2008.

The White Paper, Raising expectations and increasing support: reforming
welfare for the future, was published on 10 December 2008.
It sets out, in detail, the plan for a personalised welfare state, where more support is
matched by higher expectations for all.
