Problems Faced by Charities in Commissioning Process

The Third Sector Research Centre (TSRC) has produced a review of research examining the evidence, debate and policy on public service delivery over the past 5-10 years with a focus on the commissioning process and the resulting problems voluntary and community organisations face when engaging with the process.

Four themes emerged from the 48 pieces of research examined:

  • Emerging Commissioning and Procurement Practices
  • The Experiences of Third Sector Organisations in the New Service Delivery Landscape
  • The Support Needs of Third Sector Organisations
  • The Impact of the New Service Delivery Landscape on Third Sector Organisations

The research highlighted views from both the commissioning side of public services and voluntary organisations.  Voluntary organisations indicated concern that commissioner's lacked knowledge of third sector providers; while commissioners cited a lack of knowledge of commissioning practices among voluntary organisations.

TSRC intends to continue its ongoing research and plans to help answer the question of whether the commissioning process leads to better services.

Note* On 29th July 2010 GCVS News included a link to 'Third Sector' referring to the above report. The authors pointed out that both the article and the headline that we had sourced from Third Sector were misleading: that news item has been retracted and removed from the site.
