The Scottish Government is preparing to tackle youth offending in a different way, by focusing on early intervention to divert young people from crime and towards positive activity. Intelligence on persistent offenders will be shared across agencies in an attempt to identify and challenge their behaviour. The move follows the recent spending review which made a commitment to the use of early intervention strategies to improve life chances and to prevent individuals reaching crisis point. Justice Minister Kenny Mackaskill explained that:
"Early intervention is the most effective way to prevent offending, diverting young people from criminal behaviour by offering them opportunities and not obstacles, and making our systems leaner and more efficient to cut youth crime and create safer communities."
